Delaware to Get New Section Managers
NEWINGTON, CT, Nov 22, 2005--

New Section Managers start January 1 in the ARRL Western Massachusetts and Delaware sections. Ballots were counted and verified today at ARRL Headquarters in the Western Massachusetts election--the only contested race in the current election cycle. The sole SM candidate in Delaware and incumbents in several other ARRL sections ran unopposed and have been declared elected.

In Western Massachusetts Ed Emco, W1KT, of Worcester, will take over the reins from incumbent SM William 'Bill' Voedisch Jr, W1UD. Emco outpolled Voedisch 187 to 120 votes. A radio amateur since age 13, Emco has been active as an ARRL Official Observer, Official Emergency Station, and Assistant Emergency Coordinator.

He's involved in ARES, RACES and SKYWARN and is a member of the Worcester Emergency Communications Team (WECT). Emco also enjoys contesting, DXing and participating in 10-10 International operating activities. Voedisch has been Western Massachusetts SM since 1996. He served previously as SM in 1988 and 1989. "

Disaster preparedness is a full-time job

Whether fire drills or shelter-in-place drills, emergency communication plans or contingency business plans, most organizations have formal disaster preparedness plans, and HR typically plays some part in forming those plans, according to a Society for Human Resource Management (SHRM) survey report released Nov. 22.

Preparedness has taken on new meaning in the aftermath of natural disasters such as hurricanes Katrina and Wilma along the Gulf Coast in August and October and a succession of tornadoes that ripped through the Midwest in November.

Whatever the extent of HR involvement in this process, SHRM survey research specialist Shawn Fegley writes in the Societys 2005 Disaster Preparedness Survey Report, there is a need to continuously modify, evaluate and communicate disaster preparedness plans.

More than three-fourths of survey respondents said HR played some role in their organizations disaster preparedness plans.
Not surprisingly, that role depended largely on the size of the organization: Large organizations (500 or more employees) and medium-size organizations (100-499 employees) were more likely than organizations with 99 or fewer employees to have formal plans. "

UK spectrum set for massive sell-off

The UK radio communications industry is due for a big boost, with regulator Ofcom planning a massive consultation to sell off radio spectrum released when analogue TV is switched off.

In a few years' time, if all goes well, there could be all the spectrum we need for wireless broadband, new mobile services and maybe some more unlicensed spectrum for Wi-Fi like services.

Ofcom is opening the spectrum up in its new 'technology-neutral' way, so different services can be switched on and off according to demand. The regulator is starting a Digital Dividend Review to decide how to use the spectrum that will be freed up.

The five terrestrial TV channels currently use nearly half the good bandwidth below 1GHz to broadcast analogue signals, according to a plan set up in the 1950s. Sending the data digitally would be six times as efficient.

By 2012, everyone is meant to have a digital receiver, and the analogue signals can be switched off, freeing up 112 MHz of UHF bandwidth for other applications. This spectrum is ideal for all sorts of applications, due to its long-range and good penetration of buildings. "

"Students To Talk To Astronauts

Twelve Riverhead Central School District students will soon get to do something that they will remember for years to come: Next month, they will speak directly with Russian astronauts aboard the International Space Station.

The students have waited patiently three years, said Connie Gevinski, coordinator of the school districts School to Work program.

In was in 2002 that the school district first made an application to NASA and within weeks, it received approval. However, Gevinski said the district was told it would have to wait its turn.
During the week of December 5, the students will become the 210th group to speak to the astronauts as the space station hovers above Aquebogue Elementary School.

They only get about 10 minutes, said Gevinski, because of the space stations positioning. According to Gevinski, contact with the astronauts can only be made when the space station is directly overhead and it cant be done without the help of the Peconic HAM Radio Club, headed by Roberta Kief.
The radio club is making this happen for us, said Gevinski, who explained that HAM radio is the astronauts second line of defense if their communications systems go down.

Since the students have limited time to talk to the astronauts, they have carefully formulated their questions and have been practicing just how they will be posed.

The students selected to speak with the astronauts are some of the best public speakers in the school, said Gevinski.

The village of Maryville may be rethinking its mandate giving an amateur 'ham' radio operator 15 days to take down his antenna tower after hearing from some other amateur radio operators.

One such ham radio operator is Lawrence Artz, a former state representative in New Hampshire, who notified this reporter, the village, and the Maryville ham operator, that Maryville's village ordinance is in violation of a 1985 ruling by the Federal Communications Commission preempting local ordinances that restrict the operation of amateur radios.

Artz came across the Intelligencer Web site while doing research and found the October story which reported that Zoning Administrator Kevin Flaugher was taking steps to have a ham radio tower taken down.
'It appears Mr. Flaugher doesn't get it,' Artz stated.

In New Hampshire, Artz said, the issue went to the state Supreme Court after a neighbor sued Hudson, N.H., for granting a permit to a ham radio operator in the town. He said the permit was granted because the FCC's PRB-1 required it and also because it had been codified in the law of the state of New Hampshire. "

US Republican Kathleen Abernathy has announced she would leave the Federal Communications Commission later this year, which would result in a Democrat majority at the regulatory board.
AdvertisementAbernathy, who spent four and a half years at the FCC, was a proponent of a market-based rather than regulatory-based industry and supported minimal regulation of VoIP.

Abernathy said she plans to retire from the five-member commission on December 9.

President Bush?s administration has not yet named her successor, even though the White house has known about her upcoming departure for months.

Typically, the FCC has a 3-2 majority in favor of the party currently occupying the White House."

I had a good friend who went to a local ham store and kept returning the same MFJ equipment that never worked.

After 7 times, I asked him why he would just not take a refund. He said 'I read their amazing ads about this and that and I really want one that works!' I told him that if this dummy load didn't work after 7 returns, he would have better luck just returning it.

I told him this as he was going out the door for another exchange.

Now I know why they are called 'MFJ' dummy loads."

The hobby was fun, but geeky. So Pulver did what many other teenagers in 1970s suburban New York did: he bought a Trans Am sports car.

Then he figured out a way to use the ham- radio equipment to rig up a makeshift car phone. 'I thought it would impress girls,' he says. It didn't.

But the invention may have prepared Pulver for a more significant epiphany, which came to him in 1995."
