On behalf of ARRL and citizens nationwide, thank you for your volunteer service to provide emergency communications during disasters WHEN ALL ELSE FAILS! Your commitment and dedication to using ham radio in community service sends a strong message that volunteer radio operators are essential to a successful response to any disaster.

All volunteers will be honored in a listing to appear in the February QST.

Please file your volunteer reports here by Dec 9th for inclusion in the special volunteer listing. .

We request that you complete this form each time you complete volunteer service. The details of your service strengthens Amateur Radio and its voice in official Washington, to the public and to the press. When we can document the thousands of hours you serve, we can use the information to build a strong case for radio spectrum protection at home and abroad.

Next month should see the launch of the first Galileo satellite which will be paving the way for Europe's global positioning service. The GSTB-V2A spacecraft has been built by Surrey Satellite Technology Ltd. (SSTL) in the UK, a company which was created in 1980. Euronews has been to visit the former university students who pioneered the use of small satellites.

'My interest in satellites started during the Apollo era in 1969,' remembers Professor Martin Sweeting, today Chief Executive Officer of SSTL. 'I was watching that just before I went to university.' The University of Surrey in Guilford, 50 km from London, was to be the springboard for a spin-off company which now employs 250 people. "

The ARRL has partnered with The Salvation Army to come to the aid of children in the coastal areas of Alabama, Mississippi and Louisiana this season by conducting a nationwide toy drive. Toys are already have begun to arrive at the drive's Memphis, Tennessee, collection center. "

Vanity Call Sign Applications Will Not Be Processed Until Further Notice

The Commission continues to accept vanity call sign applications.

However, these applications will not be processed until further notice consistent with the extended filing deadlines associated with hurricane relief provided under Public Notices DA 05-2406 (pdf) and DA 05-2521 (pdf).

When processing is resumed, all pending vanity call sign applications will be processed consistent with the date order in which they were received.

FCC sets aside Maine amateur's licence renewal

"FCC sets aside Maine amateur's licence renewal

The FCC's Wireless Telecommunications Bureau (WTB) has set aside its grant of license renewal to Glenn A. Baxter, K1MAN, of Belgrade Lakes, Maine.

According to correspondence the FCC released recently, the WTB took the action soon after it had granted Baxter's renewal application, received on July 22 via the W5YI VEC.

'The application has been set aside for enforcement review,' Associate Chief of Licensing Operations Tracy Simmons told Baxter in a July 25 letter from the FCC's Gettysburg, Pennsylvania, office.

Simmons said the WTB took the action in accordance with 47 CFR 1.113(a). That section says: 'Within 30 days after public notice has been given of any action taken pursuant to delegated authority, the person, panel, or board taking the action may modify or set it aside on its own motion.' Baxter's Amateur Radio license is set to expire October 17, 2005.

In early June, the FCC issued a Notice of Apparent Liability for Forfeiture (NAL) proposing to fine Baxter $21,000. In the NAL, the FCC alleges that Baxter has violated several sections of the Part 97 Amateur Service Rules.

The list includes rules proscribing interference with ongoing communications, transmitting communications in which he has a pecuniary interest, failure to provide information the FCC requested, engaging in broadcasting, and failure to exercise control of his station."

FCC Orders License Revocation Hearing for Convicted Felon:

The FCC has issued an Order to Show Cause that initiates a hearing proceeding to determine if an Amateur Radio licensee now serving time on a felony conviction is qualified to remain an FCC licensee or should face license revocation. The Order, released September 29, involves the case of David Edward Cox, W5OER, of Pride, Louisiana. Over the past several years, the FCC has been applying its so-called '1990 Character Order,' initially intended to apply to Broadcast Service licensees, to Amateur Radio licensees and applicants. The FCC said Cox's multiple felony convictions 'raise serious questions' about his character qualifications, and it's designated the matter for a hearing before an Administrative Law Judge.

'David Edward Cox is hereby ordered to show cause why his authorization for Amateur Radio Advanced class license W5OER should not be revoked,' the FCC said in its Order. FCC licensing records indicate, however, that Cox holds a Technician class license. "

"ARRL Calls on FCC to Shut Down Virginia BPL System

NEWINGTON, CT, Oct 13, 2005--

In support of Amateur Radio complaints of interference, the ARRL today formally asked the FCC to instruct the City of Manassas, Virginia, to shut down its broadband over power line (BPL) system. Communication Technologies (COMTek) operates the BPL system over the municipally owned electric power grid. The League says the facility has been the target of unresolved interference complaints dating back at least to early 2004, none of which has resulted 'in any action or even interest' on the part of the FCC's Office of Engineering and Technology (OET) staff. In the meantime, the ARRL goes on to say, interference to local Amateur Radio stations continues.

'The Manassas system currently causes harmful interference, and it is not compliant with applicable FCC Part 15 regulations, including Section 15.5,' the ARRL said in a 16-page filing to the OET and the FCC's Enforcement Bureau. 'Whatever actions either Manassas Power or Communication Technologies Inc might have taken to relieve the problem have not been successful, and it persists to the present time. This is precisely the situation in which the system must be shut down, pending successful resolution of the severe interference.' "

An isolated disaster usually affects a single company and its customers. In an attempt to keep up with the rapidly evolving world of telecommunications, the federal government has updated an 11-year-old wiretapping law to extend to universities, libraries and other institutions that offer internet access.

Portland States network, which allows its users to connect within it or beyond it, falls under the jurisdiction of the broadened law. Under the law, the university will have to upgrade its network systems to make it easier to monitor internet and e-mail communications."

In the aftermath of Hurricane Katrina, Rita and Wilma, congress is now seeking improvements to the nation's emergency communications systems.

First responders would be given more radio spectrum in the 700 megahertz band under a bill approved on Oct. 20 by the Senate Commerce, Science and Transportation Committee as part of the 2006 fiscal budget resolution.

On Oct. 26, the House Energy and Commerce Committee marked up the proposed legislation and included a definite date of Dec. 31, 2008 for the transition of all television broadcasts from analog to digital transmission; thus returning the analog spectrum for public safety uses.

'Nationwide, especially in some of the very congested cities where they have tight frequency spectrum, [the transition] will allow more licenses to be given for public safety on the analog spectrum,' Fire Chief Eric Metzger said. 'It will allow [emergency response teams] to migrate into a frequency area where they can have interoperability communications.'

Congressman Michael Burgess, of District 26, voted in favor of the legislation and long-awaited transition date."

"It was apparent after 9/11 that first responders were greatly hampered by the inability to communicate with one another," Burgess said in a released statement. "I have been a long-time advocate of making the switch to digital transmissions, but it was the devastation of hurricane Katrina and Rita that made it clear to my colleagues that we could not wait another four years to take action."
