Sarah Dorsey, a native of West Hartford, Connecticut, is the ARRL's new--and first--Membership Manager. She officially assumed her duties at ARRL Headquarters October 5. Her primary focus will be on developing membership recruitment and retention strategies to increase membership growth. She'll also support member and customer service. While not yet a radio amateur, Dorsey says she's 'absolutely' looking forward to the challenge of her new responsibilities, and a ham radio licensing class is on her short list. "

"ARRL CALLS ON FCC TO SHUT DOWN VIRGINIA BPL SYSTEM

In support of Amateur Radio complaints of interference, the ARRL this week
formally asked the FCC to instruct the City of Manassas, Virginia, to shut
down its broadband over power line (BPL) system. Communication Technologies
(COMTek) operates the BPL system over the municipally owned electric power
grid.

The League says the facility has been the target of interference
complaints, none of which has resulted 'in any action or even interest' on
the part of the FCC's Office of Engineering and Technology (OET) staff. In
the meantime, the ARRL says, interference to local Amateur Radio stations
continues."

The FCC adopted new Part 15 rules to govern BPL deployment a year ago this
week. Manassas earlier this month formally inaugurated its citywide
deployment of the high-speed Internet BPL system, which it touts as "the
first large-scale commercial BPL deployment in North America." The city
receives a portion of BPL subscriber revenues to offset its costs of
installing and maintaining the system.

Some two dozen Amateur Radio Emergency Service (ARES) volunteers responded
this week in southwestern New Hampshire, where flooding ravaged communities
in the vicinity of Alstead and Keene and claimed at least three lives. ARRL
New Hampshire Section Emergency Coordinator Dave Colter, WA1ZCN, said ARES
volunteers provided communication support for the American Red Cross and the
state Bureau of Emergency Management as well as for the City of Keene.

'We were able to get communication into places where the state does not have
communications and probably still does not have,' he said Wednesday evening.
In anticipating additional deployment, Colter said, ARES teams planned to
position themselves in advance in areas that might become isolated by
further flooding. They stood down at week's end.

Heavy rainfall in the Northeast over the past week has swollen rivers and
streams in several states, and the resulting flooding badly damaged homes
and highways, while fallen trees took out electrical power in some places.
In all, at least 10 people have died throughout the region.

Northern New Jersey SEC Steve Ostrove, K2SO, reports Passaic County
ARES/RACES was on full alert assisting the Office of Emergency Management in
the wake of severe flooding as the Passaic River overflowed its banks.
Flooding also has been reported in Bergen and Essex counties. Some New
Jersey. residents have been urged to evacuate. Northern New Jersey got up to
six inches of rain in two days on top of a similar deluge the previous
weekend.

Power was reported out in part of Connecticut as a result of the heavy rain,
and the University of Bridgeport was forced to cancel its classes on October

ID theft possible threat for evacuees Five days after promising to pay its employees at a Dallas FEMA contract hurricane call center, several employees told News 8 they still haven't received checks or they received the wrong amount.
Last Friday, Dallas police were called to the company's office when a disturbance nearly broke out.

News 8 learned dozens of employees at the call center, run by Fujitsu and Cendera corporation, quit over the payroll situation.
This week, some 60 people who had been hired conditionally were let go, but not before some of them with criminal records had access to evacuees' personal information.

'Everyday we ask about our checks and they tell us, hold on, give us ten minutes, give us an hour and we continue asking,' said a Cendera employee.

One Cendera employee showed a handwritten time sheet she and other employees kept.
Her check was for more than $700, but by her calculations she was still owed $200 dollars.
The woman and a high ranking employee told News 8 payroll record keeping is done on paper and not computers. "

The Federal Emergency Management Agency may not be worth a damn (or a levee), but the embattled 1-800-number dispensers at FEMA appear to be doing a heckuva job for Austin. Last week, City Council unanimously approved accepting over $17 million in federal housing funds for evacuees of Hurricane Katrina. Simultaneously, a smaller yet substantive amount of federal funding began trickling down to the city, covering the bulk of emergency shelter costs incurred at the Convention Center.

The $17 million covers up to 2,000 housing units (in any of 180 participating apartment complexes) for up to six months, said Deputy Chief Financial Officer Leslie Browder; about 1,200 units are currently filled. The funds, flowing from FEMA to the state to the city, could be stretched out as long as 18 months FEMA's absolute cutoff for assistance. 'If we need to assist people for a longer time, we'll amend the grant,' said Browder. Aside from paying the rent, the grant covers utilities, deposits, moving costs, contract costs incurred in placing special needs residents, and any applicable leasing costs. "

"FEMA reconsiders gun ban at trailer park

BATON ROUGE, La.

-- Amid complaints from gun-rights groups, FEMA said Wednesday it is reconsidering a ban on firearms at emergency housing parks built in the wake of Hurricane Katrina.

'We've got attorneys who are looking at that as we speak and they're trying to figure out who wrote the rules, what the intent was,' FEMA spokesman Butch Kinerney said.

The dispute arose at a nearly 600-trailer encampment that opened last week near Baton Rouge. Katrina evacuees will be allowed to stay there rent-free while they try to find permanent housing. Similar encampments are scattered across the hurricane zone, but this was the first big one to open.

The Federal Emergency Management Agency said it has been general policy at FEMA for several years to prohibit guns at such parks anywhere in the country."

He has been living with his parents, aunt and a couple of dogs on their shrimp boat near Biloxi, Miss., running the boat's engine to power a generator.

'What's killing us is we're burning the diesel that makes our living,' he said. 'If something doesn't happen ... we are going to lose everything.'

More than 22,000 storm victims are still living in shelters, Coast Guard Vice Adm. Thad Allen said Wednesday. Long-term temporary housing is expected to be needed for at least 400,000.

To help, the government ordered 125,000 campers and mobile homes. About 6,700 campers are now occupied, but more than 2,500 mobile homes and 6,400 campers sit unused at staging sites in Selma, Ala.; Purvis, Miss.; Baton Rouge, La.; and Texarkana, Texas, said FEMA spokesman James McIntyre."

True to his word to donate a portion of the proceeds from ticket sales of the 2005 MDX Amateur Radio Club Inter-color Basketball League championship game, MDX president Romeo Bong Malasarte recently handed over $500 to Hurricane Katrina relief efforts.

Malasarte, along with other MDX officers, donated the check to the American Red Cross-NMI Chapter during a simple presentation that was attended by the charitable organizations board members Connie Nakamura, Jerry Casey, and Larry Lee.

Malasarte explained that MDXs donation was prompted by a similar Hurricane Katrina fundraising drive initiated by its mother organization.

We are always in touch with the national organization of ARES, which stands for Amateur Radio Emergency Service. So when we received an e-mail from our headquarters in Hawaii encouraging us to support the victims of Hurricane Katrina by means of monetary donations, we didnt hesitate, he said.

Malasarte said MDX is always ready to give others a helping hand.

This is why we always make fundraising projects to support these kinds of emergencies. As an amateur radio club, we are always ready to help those who really need help, he said.

The MDX president also said he is very thankful for the support of the basketball-viewing public, which gave a $1 each to watch the title game between Samahang Ilokano at Pangasinense and JCN Enterprises held last Sept. 25 at the Gilbert C. Ada Gymnasium.

We want to say thank you everyone that made this donation possible. A big hand goes to MDX members and officers, supporters, volunteers in our just recently concluded basketball league. Special thanks also goes out to Consul General Wilfredo Maximo for gracing our awarding ceremony.

--In support of Amateur Radio complaints of interference, the ARRL today formally asked the FCC to instruct the City of Manassas, Virginia, to shut down its broadband over power line (BPL) system. Communication Technologies (COMTek) operates the BPL system over the municipally owned electric power grid. The League says the facility has been the target of unresolved interference complaints dating back at least to early 2004, none of which has resulted 'in any action or even interest' on the part of the FCC's Office of Engineering and Technology (OET) staff. In the meantime, the ARRL goes on to say, interference to local Amateur Radio stations continues.

'The Manassas system currently causes harmful interference, and it is not compliant with applicable FCC Part 15 regulations, including Section 15.5,' the ARRL said in a 16-page filing to the OET and the FCC's Enforcement Bureau. 'Whatever actions either Manassas Power or Communication Technologies Inc might have taken to relieve the problem have not been successful, and it persists to the present time. This is precisely the situation in which the system must be shut down, pending successful resolution of the severe interference.' "

FORT WORTH - Nearly three weeks after Hurricane Rita smashed into the Gulf Coast, Fort Worth remains a key staging area for trucks carrying tons of ice and water that the Federal Emergency Management Agency will use for relief.

Before Rita hit landfall, the Texas Motor Speedway served as an area where about 500 trucks parked waiting to receive orders.

As of Wednesday, about 50 trucks sat idle at the Speedway. It was three times that number earlier in the week, one trucker estimated.

'When the request for aid dies down is when we will no longer need the Speedway as a staging area,' said Mike Sweet, a FEMA spokesman. 'Until then, trucks will continue to go there.'

The Federal Depot in south Fort Worth is the main location where truckers gather to wait for shipping orders. As FEMA prepared for Ritas landfall, tractor-trailers from across the country made their way to the depot. By Sept. 23 about 800 trucks had staked out the Depot, so many that FEMA called around the region to find a satellite location. The Speedway donated the space to the agency for free.

While trucks continue to move along Interstate 35 to and from the Speedway, the enthusiam among some of the truckers has subsided and some have grown impatient and frustrated.

'We wait here but conditions bad,' said Ulises Pineira through a thick cuban accent. "
